The RTO Office Kashmir and other ARTO Offices which are mostly run by in-charge ARTOs in Kashmir have virtually slipped out of the hands of transport department and taken over by touts.
Every service supposed to be rendered by the department has a fixed rate list, be it a driving license, fitness certificate or issuing a permit.
Reports say licenses are being issued even without undergoing a driving test which is a huge criminal act.
Reports from Baramulla district reveal the ARTO Office has been completely taken over by touts.
Reports say Rs 5000 is being charged for a license, 2500 for registration, 7000 for transfer cases and also 10000 for rout permits.
Reports say about 400 driving tests have been shown as conducted during a day which is not humanly possible.
The reports further reveal that 500 licenses have been issued during the intervening night of 22nd 23rd of March 2018 in spite of computerized system in place and all efforts are being made by the Minister in charge transport to change work culture in his department.
Reports say RTO Kashmir had taken remedial measures to set right the system, including installation of about 40 CCTV cameras and restricting entry of touts in the office premises.
Reportedly the ARTOs of Ganderbal, Budgam and Baramulla had taken similar steps but conspiracies are being hatched by touts with the help of cronies of the department against these officers.
The people have demanded a proper enquiry into the functioning of RTO and ARTO offices across Kashmir.
